List of Muslim parties in India

 National elections barely a month away, leaders of these 10-odd parties - some of which remain largely unknown - point out that the mobilisation of Muslim votes must not be compared with the pre-1947 politics that led to Pakistan. They say they are only articulating the aspirations and also the anger among Muslims over their widely admitted socio-economic backwardness as well as "police high-handedness" after every terror attack.

"Muslims are not satisfied with any mainstream political party," explained Abdul Raheem Qureshi, president of Majlis Tameer-e-Millat, a five-decade-old socio-religious group in Hyderabad.

"All the parties have failed to reflect the community's aspirations in parliament and in state assemblies," Qureshi told IANS, reflecting a widely held view. "But this is not a repeat of history."

He and many others say there is nothing wrong in forming parties to secure the rights and the due share of every community, religious or otherwise. Muslims account for 14 percent of Hindu-dominated India. Their numbers, according to various reports, range from 150 to 177 million.

On paper, all the so-called Muslim parties are secular and don't close their doors to non-Muslims. Most also don't restrict themselves to just espousing the Muslim cause and take up other issues as well. Equally true in a country as varied as India, the majority of Muslims in India still vote for national and regional parties.

Only Jammu and Kashmir state - out of India's 28 states and seven union territories - is a Muslim majority one.

Once the Muslim League died a political death in India following the creation of Pakistan, the Indian Union Muslim League (IUML) emerged in 1948. Today, it is a mainstream player in Kerala.

The Hyderabad-based Majlis-e-Ittehadul Muslimeen (MIM) was born in 1928 with a view to keeping Hyderabad independent. It was outlawed after India's independence but got revived in 1958.

For decades, these were the only two Muslim parties in India and both had localised influence. The picture is changing - slowly.

In just six years after taking birth in 2005, the All India United Democratic Front (AIUDF) became the main opposition party in Assam, eroding the Muslim base of the Congress and others.

With 34 percent of Muslim population in Assam, AIUDF legislator Sirajuddin Ajmal told IANS with confidence that his party would form the next government in the state.

In West Bengal, the small People's Democratic Conference of India (PDCI) merged with AIUDF last year.

Two other parties - the Welfare Party of India and the Social Democratic Party of India - stunned pundits by winning over 66,000 votes in the Jangipur Lok Sabha constituency last year. President Pranab Mukherjee's son Abhijit then scraped through by only 1,516 votes over his CPI-M rival.

In Tamil Nadu, the IUML has always been a fringe player, aligned mostly with the DMK. A new Muslim party, Manithaneya Makkal Katchi (MMK), was formed in 2009 and is now with the ruling AIADMK.

The growing number of Muslim political parties "is a natural consequence of democracy", MMK legislator M.H. Jawahirullah told IANS. He called for coordination of all Muslim groups in India.

With a scattered and largely urbanized 12 percent Muslim population in Maharashtra, the Aurangabad-based Jamaat-e-Islami has not won any seat in the elections it has fought.

The dwindling Muslim representation in parliament and state assemblies in most places worries Muslim leaders nationally.

In Uttar Pradesh, the All India Ulema Council was formed in 2009 but it failed to make any impact beyond Azamgarh district.

The Peace Party, formed later, created a stir in Uttar Pradesh ahead of the 2012 elections. It won three seats but was routed in 193 seats.

Activist Naiyar Fatmi said in Patna that while there was no scope for a Muslim party in Bihar, "on the national level there may be". He added that Muslims were frustrated with major political parties.

Added Asghar Nawaz Khan, a leading Muslim leader in Bangalore: "Yes, we are disenchanted by the mainstream parties because we do not matter to them except during elections."

Rashool Abdul of Muttahida Muslim Mahaz, a socio-religious outfit in Karnataka, complained: "We did not get any support from the Congress or JD-S when young Muslims were harassed or arrested on false charges."

This is a recurring theme in state after state, even where no Muslim parties exist.

In Kerala, where Muslims form a quarter of the population, besides the IUML, two other community-based parties exist: Indian National League and People's Democratic Party.

IUML legislator K.N.A. Khader said major issues facing the minority communities in other parts of India were not getting addressed because of "the absence of a political party which works for them".

The IUML is trying to foray into neighbouring Karnataka while the MIM has expanded in other parts of Andhra Pradesh and also in Karnataka and Maharashtra, winning municipal seats here and there.

In Uttar Pradesh, most Muslims now tend to vote for the Samajwadi Party and the Bahujan Samaj Party, a far cry from the times when they all rooted for the Congress.

In Jammu and Kashmir, the story is more of alienation with the Indian state than any resurgence of Muslim identity.

In some states, however, there is nothing resembling Muslim politics though disaffection within the community exists everywhere. This has also led to the rise of radical Islam in parts of India.

But as community leaders point out, the Indian Muslim is not a monolithic entity. Like the Hindu, he is divided into many groups.

Despite recurring communal riots post-1947, the first major convulsion in the Indian Muslim political psyche followed the razing of the Babri mosque in Ayodhya in 1992 and the 2002 Gujarat violence.

Not every Muslim is for religious identity in politics.

"India is a secular country. Why should there be a separate party based on religion?" asked Abdul Kareem of the Goa Muslim Association.

Abid Rasool Khan, general secretary of the Congress in Andhra Pradesh, warned: "If there is polarization of the Muslim community, other communities will also polarize, which will be disastrous."

Activist Arvind Kejriwal's advice to students

Q: From an IRS officer to an activist, why and how did the change happen?
A: When I was in the job, I started doing these things part-time and felt that the value I am bringing here was far better. On the contrary, what I was doing in the Income Tax department could be done by anyone else.
Q: When did the RTI journey begin?A: RTI came much later. Initially I, along with some others started addressing corruption issues, wherein a common man had to pay a bribe to get his work done. The concern was how to create a bribe-free atmosphere. So we started advising customers who came to the Delhi Vidyut Board and Income Tax Department, not to pay bribes in these two departments. We told them that if they have a problem they can come to us and we will get their work done free of cost. So we used to gather grievances of people and collectively present those complaints to the chair of the department and add to public pressure.
Q: Were you an activist during school days as well?
A:
 I was completely a kitabi keera (book worm). I did not do anything but study.

Q: You have worked for government schools. Why not for colleges?A: It is a different matter to take up the cause of poor people who can’t fight for themselves. They are from under privilaged backgrounds. Working for such students is understandable. However, in case of engineering college students or others, where the middle class goes, I am sure they can fend for themselves. Let people who are suffering from existing malpractices take up the cause. Every person in this country is suffering because of bad governance. A few NGOs will not be able to take up this job. So people who are suffering will have to take up the cudgels.
STUDENT ALERT! 
Can you give students step-by-step guide for filing RTI application?
  • RTI is about seeking information from any government department, so you just need to write an application on a piece of paper whatever information that you want from the government.
  • There is a Rs 10 fee, which one needs to deposit in the department.
  • The Dept. is supposed to give information in 30 days.
  • If you don’t get information in that time period, you can file an appeal. There is a penalty clause for officers if they don’t provide information in 30 days.

Q: How wise is it for students to compromise on career and get entangled in a time-consuming legal process?A: Right. So, let him find some people who can do something for him. People first of all have to find courage. It is precisely students of this very country, who at the time of Quit India Movement gave up their studies, left colleges and that is why our country got independence. If someone thinks that education, health, infrastructure all are different sectors and issues there ought to be fought independently, then they are mistaken. There is an underlying pattern in the process. And that is bad governance. So unless you tackle governance, unless you tackle corruption you will not be able to solve any of these problems.
Q: So a collective fight is warranted against bad governance from students?
A: Leadership has to come from these students. In Chattisgarh there was huge corruption in the State Civil Services exam. There were some students who took the exams but couldn’t get through. They filed an RTI. Others did not. They thought that if they file RTI applications, in the next attempt they will be victimised. 
It is very natural that if you are appearing for Civil Services examination and if you can make their life miserable they can also do the same to you. But one group of students filed RTI, and got all the answer sheets. The Civil Services Exam turned out to be a huge scam. Some students were given 306 marks out of 300! The students then moved the High Court which cancelled the exam. So someone took up the battle. They did not off-load the battle on someone else.
Q: Despite all the fighting spirit, getting justice is still a complex process, something of a dampener…
A: So who will do it? In our organisation, there is a 23-year-old girl whose throat was slit by the ration shopkeepers. She was fighting battle for the poor people so that there in no corruption in ration system. She was 19 at the time. Post the incident, she had a lot of pressure from her family to withdraw from her work. She said, if I don’t do it, who will? No one will come from America, or Japan. We have to do it.
Q: An inherent drawback of RTI is that the applicant’s identity is open, putting his life at risk.
A: The only way to minimise risk is to adopt strategies. A group of people can file an RTI rather than one person. There could be people from several cities filing the same application, for example, 10 people from Delhi, 10 from Kolkata, from Mumbai and so on.
Q: Do you fear for your life? A: Yes. Every one does. We got threats many times. Attacks from a mafia gang from Uttar Pradesh has taken place several times. Many threats came when we were dealing with the ration issue, which has been the toughest fight.
Q: How long have you been filing RTIs for schools? And what has been  the outcome?
A:
 We just did it for a year or so. We wanted to understand the whole issue. Outcome was nothing. We just got statistical information; how much budget is coming, how many students are there. Filing RTI will not be able to improve the government education system.
Q: So what’s the alternative?
A:
 For long, we filed issue-based RTIs. Now we begin to realise that this system cannot function, we need to have a law.  So we now focus on overhauling of the system. We have drafted some laws, which basically say that in urban areas ‘Mohallah Shabha’ and in rural areas ‘Gram Shabhas’ should be constituted. They should have the power to decide how the government fund is spent in that area, what facilities should be there. People should make the decisions. Let the people decide the appointment of a teacher. Government should just implement those decisions. We are calling our campaign ‘Swaraj campaign.’

இந்தியாவில் உள்ள அனைத்து மதத்தினரைவிடவும் முஸ்லீம்கள்தான் அதிகம் வறுமை கோட்டிற்க்கு கீழ் வாழ்கின்றனர்.
1. நகர்புரத்தில் 27.22 % முஸ்லீம்கள் வறுமை கோட்டிற்க்கு கீழ் வாழ்கின்றனர்
2. கிராமபுரத்தில் 36.92% முஸ்லீம்கள் வறுமை கோட்டிற்க்கு கீழ் வாழ்கின்றனர்
அதாவது 100-க்கு 36 முஸ்லீம்கள் உணவு உடை, இருப்பிடம் இல்லாமல் வாழ தகுதி அற்ற நிலையில் வாழ்கின்றனர்.
வறுமைகோடு என்றால் என்ன ?
அரசு 13 காரணிகளை வைத்துள்ளது இதில் மிகவும் பின் தங்கி இருப்பவர்கள் வறுமைகோட்டிற்க்கு கீழ் உள்ளவர்களாக கருதபடுவர்.
ரங்கநாத் மிஸ்ரா அறிக்கையில் பக்கம் 69, 185 முதல் 188 வரை வறுமைகோட்டிற்க்கு கீழ் உள்ளவர்களின் தகுதிகள் வரையருக்கப்பட்டுள்ளன.
இரண்டு ஆடைகளுக்கும் குறைவாக வைத்துள்ளவர்கள். ஒரு நாளைக்கு ஒரு வேளை உணவு உண்பவர்கள். படிப்பறிவு இல்லாதவர்கள், நிலையான தங்குமிடம் இல்லாதவர்கள், வெட்ட வெளியில் கழிப்பிடம் செல்பவர்கள். வீட்டு உபகரணக்கள் (டிவி, ரேடியோ, மின் விசிறி, குக்கர் போன்றவை) இல்லாதவர்கள், (நிரந்தர வருமானம் இல்லாமல்) கூலி வேலை செய்பவர்கள், பிள்ளைகளை பள்ளிக்கு அனுப்ப முடியாதவர்கள். இப்படி வாழ்பவர்களை அரசு வறுமை கோட்டிற்க்கு கீழ் உள்ளவர்கள் என குறிப்பிடுகின்றது.
இந்தியாவில் முஸ்லீம்களில் மூன்றில் ஒரு பகுதியினர் மேலே குறிப்பிடப்பட்ட நிலையில் (வறுமை கோட்டிற்க்கு கீழ்) வாழ்கின்றன்ர். தமிழகத்தில் 5 -இல் ஒரு முஸ்லீம் வறுமை கோட்டிற்க்கு கீழ் வாழ்கின்றார்
மாதவருமானம் (பக்கம் 30)
ஒட்டுமொத்தமாக முஸ்லீம்களின் சராசரி மாத வருமானம் ரூ.1832.20 (ஒரு குடும்பத்திற்கு).
பரிந்துரைகளில் சில :
1. இந்திய அரசியல் அமைப்புசட்டம் Article 16 (4) விதி -படி சிறுபாண்மையினருக்கு 15% இட ஒதுக்கீடு கொடுக்க வேண்டும். அதில் 10% முஸ்லீம்களுக்கு கொடுக்கவேண்டும். ஏனெனில் முஸ்லீம்கள் ஒட்டுமொத்த சிறுபான்மை ஜனதொகையில் 73% உள்ளனர். மீதமுள்ள 5 சதவீதம் பிற சிறுபாண்மை சமுதாயத்திற்க்கு கொடுக்கப்படவேண்டும். சில இடங்களில் 10% இடத்திற்க்கு முஸ்லீம்கள் கிடைக்கவில்லை என்றால் பிற சிறுபாண்மை சமுதாயத்திற்க்கு அந்த இடங்களை வழங்கவேண்டும்.(பெரும்பாண்மை சமுதாயத்திற்க்கு கொடுக்ககூடாது)- (பக்கம் 150,152)
2. கல்வி வேலைவாய்ப்பு மட்டும் அல்லாமல் அரசு அறிவிக்கும் திட்டங்களிலும் முஸ்லீம்களுக்கு 10% இட ஒதுக்கீடும். பிற சிறுபாண்மை மக்களுக்கு 5% இட ஒதுக்கீடும் வழங்க வேண்டும். (பக்கம் 152)
3. SC/ST-க்கு இருப்பது போல் முஸ்லீம்களுக்கும் கல்வி கற்பதர்க்கான Eligibility criteria தகுதிகள் (மதிப்பெண்) தளர்ந்தபட வேண்டும். விண்னப்பங்களின் விலையும் குறைக்கப்பட வேண்டும். கல்வி கட்டணமும் குறைக்கப்பட வேண்டும்.
4. முஸ்லீம்களுக்காக அனைத்து மாநிலம், யூனியன் பிரதேசங்களிலும் பல்கலை கழங்களை அரசு நிறுவ வேண்டும். மேலும் இந்த பல்கலை கழங்களுக்கு கூடுதல் அதிகாரம் வழங்கி முஸ்லீம் மாணவர்களின் நலனுக்காக செயல்படும் பல்கலை கழகங்களாக மாற்றப்பட வேண்டும். (பக்கம் 151)
5. அங்கன்வாடிகள், நொவோதியா விதியாலயாஸ் (பள்ளிகள்) போன்றவை முஸ்லீம்கள் அதிகம் வசிக்கும் பகுதிகளில் ஏற்படுத்தபட வேண்டும். முஸ்லீம்களின் குழைந்தைகளை இந்த பள்ளிகளுக்கு அனுப்ப முஸ்லீம் குடும்பங்களுக்கு மானியம் வழங்க வேண்டும். (பக்கம் 151)
6. முஸ்லீம்/கிருத்துவர்களாக மதம் மாறும் தலித்துகளுக்கு அவர்களின் சலுகை மீண்டும் கிடைக்கபெற வழிவகை செய்ய வேண்டும் (பக்கம் 153).
ரங்கநாத் மிஸ்ரா அறிக்கையின் இரண்டாவது வால்யூமில் (பகுதி) பிற (அரசு மற்றும் அரசு சார) அமைப்புகள் நடத்திய ஆய்வுகளின் பரிந்துரைகளும் உள்ளது. அதில் தேர்ந்தெடுத சில பரிந்துரைகளில் தனது அறிக்கையில் குறிப்பிடுகின்றார்.
அந்த பரிந்துரைகளில் சில :
1. கல்வியில் பின் தங்கி உள்ள முஸ்லீம் மாணவர்களுக்கு வட்டி இல்லா கடன் உதவி வழங்க வேண்டும். (பக்கம் 48 வால்யூம் 2)
2. சொந்த வீடு இல்லாத ஏழை முஸ்லீம்களுக்கு இலவசமாக வீடு கட்டி தரவேண்டும். (பக்கம் 49 வால்யூம் 2)
3. (பொருளாதாரத்தில் பின் தங்கிய) முஸ்லீம்களுக்கு சமையல் கேஸ் இனைப்பு மிக குறைந்தவிலையில் வழங்கபட வேண்டும். (பக்கம் 49 வால்யூம் 2)
4. அரசின் நலதிட்ட உதவிகள் பெருவதில் முஸ்லீம்கள் பெருமளவில் பின் தங்கிஉள்ளனர், எனவே அரசின் நலதிட்ட உதவிகள் பற்றி முஸ்லீம்களுக்கு அரசு விளிப்புணர்வு ஏற்படுத்த வேண்டும். நல திட்ட திட்ட உதவிகள் முஸ்லீம்களுக்கு கிடைப்பதை உறுதி செய்ய வேண்டும். (பக்கம் 48 வால்யூம் 2)
முஸ்லீம்களின் சமூக பொருளாதார முன்னேற்றத்திற்க்கு இந்த பரிந்துரைகள் கட்டாயம் நடைமுறைபடுத்தபடவேண்டும். இந்த அறிக்கை அமல்படுத்தபட்டால் IAS,IPS, IFS , உள்துறை, உளவுதுறை என எல்லா மத்திய அரசு பணிகளிளும் 10-ல் ஒரு முஸ்லீம் இருக்க முடியும்.
காலத்தே பயிர் செய் எனபதுபோல் இந்த அறிய வாய்ப்பை பயன்படுத்தி நாம் நமது குரலை அரசுக்கு உரக்க தெரிவிக்கவேண்டும்.
இந்திய அளவில் முஸ்லீம்களின் உரிமையை மீட்க நடக்கும் முதல் மாநாடாகவும் முன்னோடி மாநாடாகவும் திகழ தலைநகர் சென்னையை நோக்கி திரண்டு வருங்கள்.

சமச்சீர் கல்விப் பாடத்திட்டத்தை மேம்படுத்த வேண்டும் : ராமதாஸ் வெளியிட்ட அறிக்கை வருமாறு. 

2013 - 14 ஆம் கல்வியாண்டில் இந்திய தொழில்நுட்ப கல்வி நிறுவனங்களில் (ஐ.ஐ.டி) சேர்ந்த மாணவர்கள் குறித்த விவரங்கள் வெளியிடப்பட்டிருக்கின்றன. ஐ.ஐ.டி. நுழைவுத் தேர்வுகளில் வெற்றி பெற்ற தமிழக பாடத்திட்ட மாணவர்களின் எண்ணிக்கை மிகுந்த கவலையளிக்கிறது என்று பாமக நிறுவனர் ராமதாஸ் கூறியுள்ளார்.

அவர் மேலும் அறிக்கையில்,  ‘’ஐ.ஐ.டி.க்களில் சேர்வதற்கான நுழைவுத் தேர்வுகளில் தேர்ச்சி பெற்ற சுமார் 20 ஆயிரம் பேரில்  11,693 பேர் நடுவண் இடைநிலைக் கல்வி வாரிய பாடத்திட்டத்தில் பயின்றவர்கள் ஆவர். அவர்களுக்கு அடுத்தபடியாக ஆந்திர மாநில கல்வி வாரிய பாடத்திட்ட மாணவர்கள் 3538 பேரும், ராஜஸ்தான் மாநில பாடத்திட்ட மாணவர்கள் 1376 பேரும், மராட்டிய பாடத்திட்டத்தில் பயின்றவர்கள் 1210 பேரும் தேர்ச்சி பெற்றுள்ளனர். ஆனால், தமிழ்நாடு மாநில பாடத்திட்டத்தில் படித்த மாணவர்களில் 31 பேர் மட்டுமே தேர்ச்சி பெற்றுள்ளனர்.

சென்னையில் உள்ள ஐ.ஐ.டி.யில் சேர்ந்துள்ள 828 மாணவர்களில் 1% கூட தமிழ்நாடு மாநில பாடத்திட்டத்தில் படித்தவர்கள் இல்லை என்பது வெட்கப்பட வேண்டிய விசயமாகும்.

ழ்நாட்டில் நுழைவுத்தேர்வுகளை எதிர்கொள்ளுவதற்கு மிகவும் அவசியமான 11 ஆம் வகுப்பில், அவ்வகுப்புக்கான பாடத்தைப் படிக்காமல் 12 ஆம் வகுப்பு பாடத்தை இரு ஆண்டுகளுக்கு படிக்கும் வழக்கம் ஊக்குவிக்கப்படுகிறது. இந்த மோசமான வழக்கத்திற்கு முடிவு கட்டப்பட வேண்டும்.

நடுவன் இடைநிலை கல்வி வாரிய பாடத்திட்டத்திற்கு இணையாக சமச்சீர் கல்விப் பாடத்திட்டத்தை மேம்படுத்த வேண்டும். கூடுதலாக, ஆந்திரா, ராஜஸ்தான் மாநில பாடத்திட்டங்களில் உள்ள சாதகமான அம்சங்கள் என்ன? என்பதை நமது கல்வியாளர்களை அனுப்பி ஆய்வு செய்து அவற்றையும் நமது கல்வித் திட்டத்தில் சேர்க்க வேண்டும்.

 இன்னொருபுறம் சமூகநீதி கோட்பாடுகளின்படி, ஐ.ஐ.டி.க்களில் தமிழக மாணவர்களுக்கு போதிய பிரதிநிதித்துவம் கிடைப்பதை உறுதி செய்ய, ஐ.ஐ.டி. உள்ளிட்ட அனைத்து மத்திய அரசு கல்வி நிறுவனங்களிலும் மக்கள்தொகையின் அடிப்படையில் மாநிலவாரி இட ஒதுக்கீடு  வழங்க உடனடி நடவடிக்கை மேற்கொள்ளும்படி மத்திய அரசை மாநில அரசு வலியுறுத்த வேண்டும்’’ என்று தெரிவித்துள்ளார்.

Sex education in schools spoils minds of children: Andhra Pradesh High Court judge

 Introduction of sex education in high schools has "spoiled" the minds of children of impressionable age, a  judge of the Andhra Pradesh High Court said today.

"Introduction of sex education in high schools (adult education programme), launched in 2005-06, has only spoiled the minds of children in the impressionable age. Parents have a responsibility to bring children back on the right track," Justice L Narasimha Reddy said.

Justice Reddy, also the Chairman of the High Court Legal Services Committee, further said the collapse of the joint family system has created a sense of insecurity for children.

He was speaking at a sensitisation programme for stake-holders on the "Protection of Children from Sexual Offences Act, 2012".

Speaking at the function, Chief Justice of Andhra Pradesh High Court, Kalyan Jyoti Sengupta, observed that though the Act was passed over a year ago, a lot needed to be done when it came to its implementation.

"The last 20 years have witnessed growing incidents of sexual offences against children," Justice Sengupta said and emphasised the role media and police played in checking this.

"The incidents of child sexual abuse and exploitation which are reported at schools, rural areas, hospitals and other public places can be prevented through immediate action," he said, while stressing the need for the media to report such incidents only after ascertaining all facts.

Andhra Pradesh Director General of Police, B Prasada Rao said the emergence of nuclear families had created a situation wherein parents were unable to give quality time and parental care to children.

"There (parents) responsibility is handed over to maids or wardens," he said.

TV, cinema, internet and mobile phones were proving to be a distraction and were also adversely affecting the behaviour of children, Mr Rao said.

"Police have to be courteous with child victims of sexual abuse and they should not provoke them with abusive behaviour as the victims of sexual abuse are in a state of shock, trauma and fear," he added.

Sacked SP leader Kamal Farooqui's decision to join AAP today

New Delhi: Expelled Samajwadi Party (SP) leader Kamal Farooqui is likely to announce his decision on joining the Aam Aadmi Party (AAP) on Monday. 

The former SP leader had met Delhi Chief Minister and AAP convener Arvind Kejriwal on Sunday and said that “everybody” is keen to join AAP. 

Farooqui was sacked by the SP as its secretary after he made a controversial comment that Indian Mujahideen co-founder Yasin Bhatkal was arrested because he was a Muslim.

AAP leader Sanjay Singh confirmed the recent development and said that discussions related to “Farooqui joining the party is on". 

Apart from Farooqui, Adarsh Shastri, the grandson of former Indian Prime Minister late Lal Bahadur Shastri, has also decided to quit his a crore-plus plum salaried job at Apple to join the AAP.

Drawing a salary of Rs 1 crore a year, 40 years old Adarsh decided to join the AAP despite his father, Anil Shastri, being a Congress leader. 

By Newton's 3rd Law, Narendra Modi's reaction 11 years too late: Kapil Sibal

NEW DELHI: Union minister Kapil Sibal on Sunday alleged that the pain reflected in Narendra Modi's blog over the 2002 Gujarat riots was aimed at electoral gains during the 2014 Lok Sabha elections. 

Sibal claimed that it was "too late" for BJP's prime ministerial candidate to say that Gujarat riots had shaken him to the core, arguing that the "riots baggage" will remain with Modi. 

"Modi's riots baggage will remain. It is too late for him to express that he was shaken to the core. Had that been so, the core would have reacted in time, not a belated reaction just before the Lok Sabha elections," Sibal said. 

In his blog, Sibal said 11 years was too late to express pain and agony for BJP's PM candidate. 

"This pain and agony reflected in Modi's blog is for an audience whose sympathy will be vital in May 2014," Sibal said. 

The minister argued that pain was heartfelt, spontaneous and an emotion that is expressed without calculation. 

"Pain can never be a belated reaction after 11 years of silence. And a person who suffers in silence cannot remain silent for 11 years. While I do not want to be cynical in my comments, I do not want to be dishonest either. This act of liberation does not connect us with the real Modi," he said. 

Sibal was responding to Modi's blog post in which BJP leader had said he was "shaken to the core" and the court verdict made him feel "liberated and at peace". He termed the post-Godhra riots as a "crippling blow to an already shattered and hurting Gujarat". 

Referring to Modi's blog, Sibal said that he wondered which sisters and brothers the Gujarat CMwas addressing when he talked about his personal pain. 

"The sisters and brothers of those who lost their lives needed the healing touch and, that too, immediately after the riots, Sibal said, adding that "11 years is too late". 

The minister said that it is the "harrowing ordeal" of the victims, and not that of Modi, that needs attention. The wisdom of the scriptures should have dawned on Modi in 2002, not in 2013, he further stated. 

"Those who plan in solitude never suffer pain in solitude. Those who believe in Newton's Laws of Motion do not wait for 11 years to react," Sibal said. 

He also questioned Gujarat government's stance in cases related to the 2002 riots. 

"Where was the pain when the state defended those who now stand convicted, when affidavits about their innocence were filed in courts and lawyers were paid for defending the indefensible? 

"Where was the pain when the state did not reach out to those crying for help and those seeking justice and when the state was collaborating with the accused to settle their affidavits, while being prosecuted in court?"

Performance of MPs in the 15th Lok Sabha till the ... - Sansad Ratna

14th Session of 15th Lok Sabha

The Fourteenth Session of the current 15th Lok Sabha (Monsoon Session) was held between 5th August 2013 to 6th September 2013 with 21 sittings.  15th Lok Sabha commenced the business on 4th June 2009 and has till now has held 14 sessions with 335 sittings.  

Total performance of 15th Lok Sabha

Till the end of Monsoon Session 2013, Lok Sabha has worked effectively and transacted business for 1321 hours and 34 minutes.  799 hours 38 minutes was lost in disruptions and forced adjournments.  In view of the adjournments, the Lok Sabha worked for 273 hours and 12 minutes extra, beyond the scheduled time, to compensate the loss of time.  Nearly 43% of Lok Sabha time was lost due to disruptions in the current 15th Lok Sabha (all 14 sessions) and a portion of lost time was compensated with extra sitting.

Business transacted during the 15th Lok Sabha

202 bills were introduced in the 15th Lok Sabha so far and 171 bills have been passed.

3741 matters have been taken up by the Members of Lok Sabha under Rule 377 (matters of urgent public importance).  3208 matters of urgent public importance have been taken up during Zero Hour.

683 Standing Committee reports were submitted to Lok Sabha.

Duties of Parliament Members

The Members of Parliament are required to participate in the debates, raise matters of public interest, ask questions of public importance, introduce private members bills and to participate in the sessions (attendance).  We can adjudge the performance of the MPs, based on their performance in the House.  Lok Sabha Secretariat and PRS India provide the complete data relating to individual MPs.  

Top performing MPs in participation of debates

The following MPs secure the top 3 positions for participation in debates, as per the data released by PRS India.  (from the 1st session till the end of monsoon session 2013 of the current 15th Lok Sabha).

1. Mr Arjun Ram Meghwal (BJP MP from Rajasthan) - 414 times participated in debates.
2.  Mr Shailendrakumar (SP MP from UP) - 338 debates
3.  Mr PL Punja (Congress MP from UP) - 263 debates.

Of 17351 debates recorded in all the sessions, top 100 MPs have participated in 10011 debates (58%).

Top performing MPs for introducing Private Members Bills

In the current Lok Sabha, so far 372 Private Members Bills have been introduced.  Private Members Bills is an important  provision given in the Lok Sabha rules, to enable the members to share valuable bills, beyond party line.  If the bills are worthy, the Government itself will work on that and introduce as a Government Bill.  The recent Land Acquisition bill is the outcome of a private bill introduced by Mr Hansraj G Ahir (BJP MP from Maharashtra) in both 14th and the 15th Lok Sabha.  The top 3 performers are:

1.  Mr Hansraj G Ahir (BJP MP Maharashtra) - 31 bills
2.  Mr Jai Prakash Agarwal (Congress MP Delhi) - 23 bills
3.  Mr Arjun Ram Meghwal (BJP MP Rajasthan) - 20 bills

Since introduction of Private Members Bills involves more home work, only 84 MPs have introduced 372 such bills.  Of this 84 also, only 11 MPs have introduced more than 10 bills.  These 11 MPs have introduced 165 bills.

Top perming MPs for asking Questions

1,34,231 Questions have been asked by the Members.  Nearly 50% of the questions were asked by top 100 MPs.  The top 3 MPs in this category are:

1.  Mr Anandrao Adsul (Shiv Sena MP Maharashtra) - 1170 Questions.
2.  Mr Gajanan Dharmshi Baba (Shiv Sena MP Maharashtra) - 1085 Questions
3.  Asaduddin Owaisi (AIMEM MP from Andhra) - 1042 Questions.

Mr Pradeep Kumar Majhi (Congress MP from  Orissa) has asked 1032 Questions.  In the current 15th Lok Sabha, till date, only 4 MPs have asked questions beyond 1000.

It may be noted that Mr Anandrao Adsul has been maintaining the No 1 position for questions from the 14th Lok Sabha.

3.  Ms. Rama Devi (BJP MP Bihar) - 652

Only 2 MPs have scored 100% attendance.  We have considered the MPs who are functioning from the beginning of the 15th Lok Sabha.

2.  Mr Ramesh Kumar (Congress MP Delhi) - Total tally 'zero'

MPs with least performance

25 MPs have a total tally of 'zero'.  That means, they have not participated in debates, asked questions or introduced private bills.  34 MPs have single digit tally (1 to 9).

Ms Vijaya Shanthi (TRS MP from Andhra and actress), Mr Ramesh Kumar (Congress MP from Delhi) have zero participation.  

Vijayashanthi's total tally (Debates, private members bills and questions) is 'zero' and her attendance is 12%.

Interestingly, Mr Ramesh Kumar, South Delhi MP has scored a total tally of 'zero' with 100% attendance.  

Mr Rahul Gandhi (Congress MP and PM in waiting) has scored a total tally of 1, with one time participation in a debate.  His attendance is 43%.  

Ms Sonia Gandhi (Congress MP) has a total tally of 2 with 47% attendance.

Kalyan Singh, Dayanidh Maran, H D Kumaraswamy, Chandrasekar Rao (noted leaders) have a total tally of 1 or 2.  Chandrasekar Rao (TRS MP from Andhra)  has attended only 10% of the sittings.

Let us all congratulate the top performing MPs.  Irrespective of the party affiliation, they should return to Lok Sabha in the next General Elections.
